         I can’t seem to find the RFP mentioned below or the minutes from the meeting when the full committee approved the choice of Neil Joyce. Can you help?    In her Q&A with the council, the mayor wrote:    On February 7, 2020, the Chief Procurement Officer, Phil Wartel, Chief Strahan, Chairperson Butch Hawkins, Director of Planning & Development, Eric Twarog, Mayor Wedegartner and Chief of Staff Dani Letourneau met to review the RFP submissions and discuss and select the OPM. Selecting an OPM from the submissions is done through a “grading system” done by each committee member prior the meeting that is subject to vetting under government procurement laws. A discussion of all submissions occurs at the meeting and then a vote is taken to determine who the OPM will be, subject to negotiating a final contract. The procurement officer then negotiated, and the OPM sent a signed letter of confirmation of his hire on March 18, 2020. The OPM and city then began to craft an RFQ for design services.
