Summary

In our attempt to seek information on Todd Palmer's medical leave as announced by the City's COO during the 2/23/2021 city council meeting.  We are asking the city of Framingham and it's technology department to provide to us all emails sent and received by Todd Palmer on 2/23/2021.   Seeking all attachments.   This request is being aggregated with request 2021-0376 (from the same requester, for the same material, in a consecutive date range). There are 119 emails responsive to your request. Four (4) emails and two (2) attachments have been redacted pursuant to either exemption (c) and/or exemption (o) as they contain account numbers, passwords, home emails and addresses, etc. the disclosure of which may constitute an unwarranted invasion of personal privacy and are exempt from disclosure. G. L. c. 4, § 7(26)(c) and (o). Ten (10) email communications with the City Solicitor’s Office have been withheld, under the common law attorney-client privileged recognized in Suffolk Construction v. DCAM, 449 Mass. 444 (2007), which were made in confidence between the City and its counsel for the purposes of seeking/giving legal advice.
