Summary
Under the Massachusetts Public Records Law, SOURCE media is seeking a list of all COVID fines issued to businesses in the City of Framingham between January 1-31, 2021 The media outlet from a previous FOIA requests knows that this is kept in a spreadsheet, and is requesting the same for the new dates. Please make sure to include the part of the spreadsheet on if the fine has been paid. As a representative of the news media, SOURCE requests a waiver of all fees for this request.  Disclosure of the requested information to the news outlet is in the public interest because it is likely to contribute significantly to public understanding of the operations or activities of the government during this pandemic.  The Public Records Law requires you to provide me with a written response within 10 business days.  If you cannot comply with my request, you are statutorily required to provide an explanation with details on why the City of Framingham needs more than 10 business days to provide a document that is readily available. The Health Department Has added all the documents we have for this request. There are no text messages responsive to this request for Mayor Spicer. Call logs are not maintained under Schedule 01.022 & 01.171 and are therefore non-responsive to this request: 01.022   Retain until administrative use ceases. Permission from Supervisor not required for destruction.  Includes messages created primarily to communicate information of short-term value. Examples:  messages reminding employees about scheduled meetings or appointments; telephone messages; announcements of office events such as holiday parties or group lunches; and recipient copies of announcements of agency-sponsored events such as exhibits, lectures, workshops, etc. Transitory messages are not intended to formalize or perpetuate knowledge and do not set policy, establish guidelines or procedures, certify a transaction, or become a receipt. 01.171 Delete when no longer administratively useful. Permission from Supervisor of Public Records not required for destruction.  Logs, journals, reports and other supporting paperwork required to operate, manage and control computer systems. Records involving solely with administration of a system.
