We request all texts sent and received the City's COO Thatcher Kezer on his work or personal phone for the following time period:    Friday November 6th 8AM-11:59PM EST  If personal cell phones are used to conduct city business, please be advised the state and the FOIA law consider those texts to be public as well. It is the news media's understanding that some city employees have been using their personal cell phones during COVID. ADDITIONALLY, All Emails sent or received by the COO Thatcher Kezer between 8AM and 11:59PM EST on Friday November 6th.  All attachments included. The City is withholding certain email communications with the City Solicitor’s Office which are otherwise responsive to your request under the common law attorney-client privileged recognized which were made in confidence between the City and its counsel for the purposes of seeking/giving legal advice.
