This is a request under the Massachusetts Public Records Law (M. G. L. Chapter
66, Section 10).
I am requesting that I be provided a copy of the following records, which I
would ask be sent in electronic form (as an Excel/spreadsheet or PDF or Word
document file for example):
Any/all reports/data that
summarize all recent expenditures/purchases of services, equipment,
supplies, and any other goods/items for COVID-19 response efforts between
Jan 1, 2020 through present, such as an account summary report, summary
expense report, checkbook data, or vendor/check register data. (Note: If
it's relatively easy to also include related documents for each
transaction -- such as receipts, purchase orders, invoices, contracts, and
service/other agreements -- please feel free to include those as well. We
expect we will likely come back to ask for that information for at least
certain purchases later on, so if you'd rather pull that info and send it
all at once now, that would be helpful.)
I recognize that you may charge reasonable costs for copies,
as well as for personnel time needed to comply with this request. If you expect
costs to exceed $10.00, please provide a detailed fee estimate.
I do not believe the records are exempt under MGL Chapter 66, Section 10.
However, if you believe the records contain exempt material, the law requires
that you redact only those portion of the records and release the rest of the
documents.
The Public Records Law requires you to provide me with a written response
within 10 business days. If you cannot comply with my request, you are
statutorily required to provide an explanation in writing.

Attached are the reports that you requested. The City of Framingham is tracking COVID-19 expenses with the Project code EM003. We have also received a Grant managed by the Board of Health project BHG50 and Department of Justice project number POJ51.
We update our open check book weekly. https://data.framinghamma.gov/Financial/Checkbook/cqve-ehkr I included a screen print on how to select these accounts payable transactions specifically.
Due to many of our reporting departments working remotely, these invoices have not been scanned at the present time and may be difficult to complete while maintaining the social distance requirements.
