Assistant Superintendent Sandra Trach and Union president Matt Bach exchanged emails in January 2021 regarding professional leave, and Ms. Trach sent a letter to Mr. Bach dated January 5, 2021 explaining the Districts position that the plain language of the contract shows that professional leave is not available to attend arbitration proceedings. Joint Ex. 4. The Union filed the charge that gave rise to this action on June 4, 2021. DLR Ex. 1.
This contractual union release time was typically used for day-to-day labor relations matters such as: labor-relations meetings and other meetings with administration; meeting with members; attending Weingarten investigations; preparing for meetings, hearings, bargaining, and so on.
