The Labor Relations Commission (LRC) certified the SENA unit at the City ofBoston in 1986 - ten (10) years before the BPHC came into existence. The BPHC was created by statute in 1996 and became the public employer of a large group of employees of the Trustees of Health and Hospital (Trustees) and a very small group of SENA members formerly employed by the City ofBoston (DHH).
