In Town of Seekonk, the parties engaged in seven successor agreement bargaining sessions over the course of several months before the union filed a unilateral JLMC petition. 45 MLC 51, 52-57, MUPL-16-5526 (H.O. September 20, 2018). At the time the respondent-union filed its petition, the primary outstanding bargaining issue concerned the charging partyemployers proposal for twenty-four hours shifts within a fifty-six-hour workweek. Id. at 56-57.
