Indeed, in most municipalities the first contract settled provides a basis for subsequent settlements. A pattern is set, from which each bargaining unit varies to reflect the individual and distinct concerns of its membership. Whatever difficulties municipal government may have experienced, it has certainly not ground to a halt because of its collective bargaining responsibilities.
