In the event no settlement is reached then the grievance, in writing, will be submitted to an impartial arbitrator whose decision will be final and binding on the parties. Should the parties be unable to agree on an arbitrator, either party may request a list of arbitrators from the American Arbitration Association. The arbitrator shall have the authority to decide the issue presented in the grievance.
