The arbitration shall be held in accordance with the rules of the Labor Relations Connection or the Massachusetts Department of Labor Relations. The decision of the Arbitrator will be final and binding. Failure at any step of this procedure to appeal a grievance to the next step within the specified time limits shall be deemed to be acceptance of the decision rendered at that step. Time limits may be extended by mutual consent.
