Ifno satisfactory settlement of the grievance is made, it may: D. Be appealed to arbitration by written notice of such intention to appeal within fifteen (15) working days after the receipt of the written answer under Step C is due. This appeal to arbitration shall be in accordance with the procedure and conditions in Article VII. A grievance not initiated within the time specified shall be deemed waived.

However, the School Committee agrees only to hear such person and to make no settlement; rather to refer such employee to the agreed upon grievance procedure. Upon receipt of such notice, the parties shall make mutually satisfactory arrangements to engage in negotiations leading to a settlement of issues raised by such notice with the goal of completing the negotiations on a new agreement by January 15, 2017. For Grievances No more than two Union members, being the Stewa rd and the employee involved, may process the grievance and, in any instance, twenty-four hour notice is required except for emergencies or matters requiring immediate attention.
