Hynes: On September 16, 2021, the State Police Association of Massachusetts (Union) filed a charge of prohibited practice (Charge) with the Department of Labor Relations (DLR) alleging that the Commonwealth of Massachusetts (Commonwealth) had violated Section 10(a)(5) and, derivatively, Section 10(a)(1) of Massachusetts General Laws, Chapter 150E (the Law).
On December 7, 2021, a Department of Labor Relations (DLR) Investigator dismissed the charge on grounds that exigent circumstances permitted the Commonwealth to implement the policy by October 17, 2021, and to continue to bargain with the Union thereafter.
