On December 20, 2012, an investigator for the Department ofLaborRelations issued a Complaint and Notice of Hearing in the above-captioned matter. The Department issued an Amended Complaint on May 15, 2013. On a joint motion of the Andover School Committee (School Committee or Respondent) and the Andover Education Association (Association), the Commonwealth Employment Relations Board (CERB) decided to hear the matter in the first instance.
