Kelly: On February 1, 2022, AFSCME, Council 93, Local 1114 (Union) filed a charge of prohibited practice with the Department of Labor Relations (DLR) alleging that the Commonwealth of Massachusetts, Secretary of Administration and Finance, Department of Public Health (Employer) had engaged in prohibited practices within the meaning of Section 10(a)(5) and derivatively 10(a)(1) of Massachusetts General Laws, Chapter 150E (the Law).
The charge was filed with the Department of Labor Relations (DLR) on February 1, 2022. It alleged that the Commonwealth of Massachusetts, acting through the Department of Public Health (Employer or DPH), violated Section 10(a)(5) and, derivatively, Section 10(a)(1) of M.G.
