Assuming that a settlement were possible, the unit made no effort to settle its claim at any relevant time. FIFTH The acts complained of were within the exclusive managerial prerogative of the BHA, and cannot now be challenged by the unit. SIXTH No duty to bargain ever evolved as the result of any matter set forth in the complaint because it has not affected any members working conditions, wages or other subjects of mandatory bargaining.
