After learning that her pay had been slashed without notice and that she was being forced to disaffiliate with her union to join a different union, Ms.

Nash suggested that Conlon meet with Brian Devin (Devin), Chief Executive Officer of another Department ofPublicHealth (DPH) hospital, to discuss the matter further. Conlon met with Devin on September 23, 2016. Devin allegedly informed Conlon that she had no recourse regarding her reassignment and wage cut.
