The Department of Labor Relations ("DLR") held a virtual investigation conference on February 17, 2022. On May 16, 2022, the DLR dismissed the Association's charge. The Association appeals the dismissal of its charge and requests that the Commonwealth Employment Relations Board ("CERB") direct the issuance of a Complaint. I.
