The Massachusetts Emergency Management Agency, MEMA, recently unilaterally changed terms and conditions of employment for a NAGE, Unit 6, Local 207, member. MEMA did so by unilaterally suspending stand-by payments for this member. In doing so, MEMA repudiated the collective bargaining agreement, specifically Article 7.6.

The Massachusetts Emergency Management Agency recently posted a management position, "Public Engagement Program Manager" (M5), that transfers bargaining unit work from NAGE Unit 6, Local 207 to management. (Attachment 1: new posting.) This new M5 job posting is very similar to a current PC III NAGE member at MEMA that performs at least 75% of the duties listed, including standby status and who could perform the remainder of the duties.
