SUP-17-6011, Commonwealth of Massachusetts/Board of Higher Education and AFSCME, Council 93 On May 31, 2017, AFSCME, Council 93, Local 1067 (Union) filed a charge of prohibited practice with the Department of Labor Relations (DLR) alleging that the Commonwealth of Massachusetts/Board of Higher Education violated the Law by unilaterally changing working conditions at Roxbury Community College as the result of construction.
On May 25, 2017, the Union was made aware of a serious situation at Roxbury Community College (RCC). 3. At the present time RCC is under construction. A major part of the Academic Building is being torn apart causing an unhealthy work environment. 4, A review of this demolition project took place at the beginning of the Professional Development Day last week.

Alfred Gaskin, DVM (Professor Gaskin) is employed in the DCE Unit in the Division of Science, Technology, Engineering, and Math (STEM) at Roxbury Community College (RCC). 3. On or about June 22, 2020, Professor Gaskin filed a grievance pursuant to his Union collective bargaining agreement, 7.04, alleging that: I was assigned to teach SCI 202 section 21 but the assignment was rescinded and assigned to another instructor.
Background The MCCC is the collective bargaining representative foramong othersa bargaining unit (Unit) of Division of Continuing Education (DCE) faculty at Roxbury Community College (RCC). Gaskin is professor and Unit employee in RCCs Division of Science, Technology, Engineering, and Math Division (STEM Division), primarily assigned to biological science classes.
