Massachusetts State Lottery Commission, 22 MLC 1519, 1522 (1996). However, if, in good faith, the parties hold different interpretations of an agreement's provisions, there is no repudiation. The Towns allegation fails to establish a violation of the Law, because the language of the agreement is ambiguous, and there is no bargaining history to explain its meaning.

First, the College did not unreasonably or otherwise intentionally delay sending the files.
