As stated at page 5 of its award, "the aim of the Panel was to have a total overall package of the settlement similar to the firefighters." Toward that end, the Panel reasoned that the portion of the Firefighters' Award that related to minimum manning was a non-economic safety issue and did not consider it when issuing its economic award in the patrol officers dispute.
