The DLR investigated the petitions together with a prohibited practice charge (MUP-122123, Town of Plymouth) that AFSCME alleged should block further processing of the Town employee petitions. The DLR agreed and placed the Town petitions in inactive status during the pendency of the litigation for MUP-12-2123. The DLR subsequently held an election for the four School units.
FACTS At all times relevant to this request for review, AFSCME Council 93, Local 2824 (AFSCME or Union) was the collective bargaining representative of certain employees employed by the Town of Plymouth (Town) and the Plymouth School Committee (School).
