The Light Department had previously entered into a similar agreement with the City ofHaverhill, without notifying the Union. The Haverhill work was done, initially, on an as-needed basis and was considered work under the emergency provisions. However the work expanded, and the Light Department Employees were, over time, subjected to increased work responsibilities in Haverhill. See, Exhibit 1.
