Section 9. 9.1 Marijuana Establishments Purpose and Intent The purpose of this Ordinance is to protect public health, safety and welfare of the inhabitants of the City of Framingham, and to provide regulations to ensure that Marijuana Establishments and Medical Marijuana Treatment Centers, as the same are defined in M.G.L. c. 94I and M.G.L .c 94G and in the regulations of the Cannabis Control Commission promulgated thereunder, are operated and maintained
Otherwise, we have issued a certification to the Cannabis Control Commission for Commonwealth Farms 1761 for a cultivation facility. This entity received their Host Community Agreement last year. The certification is comprised of documentation that the entity has complied with all requirements at the local level. Right now retail establishments are closed as they are considered non-essential, and medical dispensaries are open.
Since the release of a draft state regulation by the Cannabis Control Commission back in late December of 2017, we have been working on developing a local public health regulatory framework for Framingham. Through working with other city public health directors, we developed a model local health regulation on this topic in March of 2018. The Board of Health held multiple public hearings and deliberated in many public meetings.

MCR Labs Violation The Cannabis Control Commission has made a final determination regarding the outcome of their investigation of MCR Lab violations at their September 12 meeting. The Commission voted to fine MCR Labs $225,000 and to require the lab to develop and implement a corrective plan. MCR Labs has also agreed to hire a facility and security manager.
