State law requires applicants for marijuana business licenses to enter into a host community agreement before the Cannabis Control Commission will consider an application. The law stipulates that those agreements cannot run for more than five years and that the community impact fee paid to the municipality by the licensee cannot exceed 3 percent of the establishment's gross sales.
Any cost to a city or town imposed by the operation of a marijuana establishment or medical marijuana treatment center shall be documented and considered a public record as defined by clause Twenty-sixth of section 7 of chapter 4 The MAT has been working diligently to identify qualified applicants for licensure by the Cannabis Control Commission to guide the Mayor in her decision to negotiate an HCA with qualified applicants.
