City of Holyoke, 35 MLC 153, 156, MUP-05-4503 (January 9, 2009) (citing Town ofDracut, 25 MLC 131, 133, MUP1397 (February 17, 1999). Here, the City unilaterally changed the 911 emergency call dispatch protocols that resulted in firefighters being dispatched to fewer emergency calls. The transfer of bargaining unit work adversely impacted the bargaining unit itself.
It also asserts that medical calls can delay fire companies from 6 responding to fires and other emergency calls, thus, assigningDepartment apparatus 7 to low priority medical calls is clearly not a use of resources that is most protective of the 8 public. 9 To support its argument, the City cites to Town ofDracut v. Dracut Firefighter 10 Union, IASS Local 2586, 97 Mass. App. Ct. 374, 379-396 (2020).
Consolidated Decision (contd) MUP-20-7998 and MUP-20-8280 1 responding to fires and other emergency calls, thus, assigningDepartment apparatus 2 to low priority medical calls is clearly not a use of resources that is most protective of the 3 public. 4 To support its argument, the City cites to Town ofDracut v. Dracut Firefighter 5 Union, IASS Local 2586, 97 Mass. App. Ct. 374, 379-396 (2020).
