As a follow up I am attaching a copy of a Cease and Desist notice issued by the Massachusetts Department of Agriculture Resources. On August 28th Clayton Edwards of the Department of Agriculture Resources inspected the vegetation along Chestnut Hill, talked to members of the Trustees of the Reservation and concluded that a violation had occurred.
A yearly operational plan (YOP) must be submitted to the Department of Agricultural Resources every year herbicides are intended for use to maintain rights-of-way. The YOP provides a detailed program for vegetation management for the year.

A guy on the ConCom called DEP on us, which really goes to the Department of Agricultural Resources (DAR) and we got ordered to stop spraying. It turns out that you have to have a vegetation management plan (VMP) that the DAR approves (we have our mandatory hearing on ours tomorrow) and then, when that is approved, you file a yearly plan with DAR and send it to ConCom.

Galligan received a Warning Letter from the Department of Agricultural Resources (MA DAR) in October 2017.
