Dear Records Access Officer:
This is a request under the Massachusetts Public Records Law (M. G. L. Chapter 66, Section 10). I am requesting that I be provided a copy of certain records related to the Massachusetts Municipal Association and any related entities, including but not limited to:
Massachusetts Interlocal Insurance Association, Inc.
MIIA Property and Casualty Group, Inc.
MIIA Property and Liability Group, Inc.

MIIA Health Benefits Trust

Specifically, I request that you provide the following records that relate to any and all of the above entities:
Invoices or any other request for payment received by your municipality from any and all entities above.
Payments by your municipality to any and all of the above entities.
Agendas and accompanying records associated with any meeting of any and all of the above entities.
Minutes associated with any meeting of any and all of the above entities.
Proposed annual budgets of any and all of the above entities, including detailed past spending of any and all of the above entities.
Approved annual budgets of any and all of the above entities.
Annual IRS Tax Filings of any and all of the above entities, including Form 990s.
Audited Financial Statements of any and all of the above entities.
The current or most recent Strategic Plan or similar document of any and all of the above entities.
Annual Reports or similar documents of any and all of the above entities.
Contracts or agreements with any and all of the above entities.
Documents reflecting compensation of executives, staff, and board members of any and all of the above entities.
Contracts, agreements, memoranda of understanding, or similar documents reflecting relationships between any and all of the above entities and the Massachusetts Municipal Association
The relevant time period for this request is January 1, 2017 to April 28, 2021.
Your community held a seat on the Board of Directors of one or more of the entities above during the relevant time period, and thus should have responsive records, given the legal and fiduciary responsibilities of board members.
While I don’t expect it to be necessary, I recognize that you may charge reasonable costs for copies, as well as for personnel time needed to comply with this request. If you expect costs to exceed $10.00, please provide a detailed fee estimate.
The Public Records Law requires you to provide me with a written response within 10 calendar days. If you cannot comply with my request, you are statutorily required to provide an explanation in writing.
