Summary

In each of at least the most recent eleven (11) fiscal years, the Final Budget for the Commonwealth has included a Line Item No 4200-0500 in the budget for the Massachusetts Department of Youth Services. This line item, each year, has been in excess of $3 million and has been for the purpose of "enhanced salaries for the teachers at the department of youth services." I have previously filed requests for copies of public documents with the Secretary of Administration and Finance and the Commissioner of the Department of Youth Services, seeking information as to when and how these annual appropriations have been spent. They referred me to the State Controller's web site, indicating that I would fine the information I seek there. When I do my best to query the Controller's web site I find, for each fiscal year, a summation of what DYS spent that Fiscal Year and the line item(s) in the state budget that provided the funds for each type of expenditure. . Insofar as I can determine, Line Item 4200-0500 is never mentioned in the Comptroller'sweb site.. What I seek are copies of the document(s) that would show what occurred each Fiscal Year , from FY2011 through FY 2021, in connection with the funds appropriated in Line Item 4200-0500 for that fiscal year.I assume that there are four theoretic possibilities for each dollar contained in Line Item 4200-0500 for each fiscal year: Dollars might have been spent to fund increases in the salaries of teachers working at FYS, Dollars might have been used for expenses/obligations incurred by DYS in its operations, other than expenses resulting from enhancing the salaries of teachers working at DYS. Funds might have not been used/spent and, therefore, were returned to the General Fund of the Commonwealth after the completion of a given fiscal year. By default, funds not used for Items 1-3, above, would appear to have been converted/stolen. Please provide me the documents that show clearly how the funds appropriated in Line Item 4200-0500 were actually used, each fiscal year, and if not used by DYS in any fiscal year, how they were returned to the General Fund of the Commonwealth.
