Please accept this letter as an official request for Public Records pursuant to G.L. c. 66 s. 10. Specifically, we seek copies of any and all documents or things in the care, custody or control of the City of Gloucester regarding the complaints from West Gloucester residents relative to the commuter rail idling adjacent to their homes, as a result of work being done on the draw bridge at the Annisquam River between April 2020 and the present. The request is for, but is not limited to the following:
Any and all communications by and between the agents, employees of the City of Gloucester and any resident of Gloucester on the above-referenced topic;
Any and all communications by and between the agents, employees ofMBTA, Keolis and any representative of the City of Gloucester1 and/or Commonwealth of Massachusetts, including, but not limited to representatives of Governor Charles Baker's office, State Senator Bruce Tarr's office and State Representative Ann Margaret Ferrante's office;
Any and all internal memoranda, or written communications by and between the any City of Gloucester Departments, boards and/or commissions, and any agents or employees thereof on the above-referenced topic;
Any and all minutes of any public hearings or public meetings on the above-referenced topic;
Any and all emails received by the City of Gloucester, the Mayor, City Council or any other agent or employee of the City of Gloucester in reference to this issue;
Any photos, videos, witness statements, or other documentary evidence in any way related in whole or in part to the issue described above;
Any internal or external investigative reports relative to the issue;
Any communications by and between any agents, employees of the City of Gloucester entities and any news media organization or their equivalent;
Any document containing the name and address of any commuter rail train/locomotive operator, conductor or engineer assigned to the Rockport - Boston purple line train from April through the present;
Any internal policies, procedures, protocols related to where and when the trains/locomotives are directed to idle in West Gloucester;
Any other document which may be discoverable related to this matter.
