Seeking information on a 3/28 crash into a telephone pole on Warren Ave by a city employee (initials E.P.) after becoming intoxicated in a popular municipal drinking spot.  Seeking the redacted police report.  Seeking the name of the officer who first responded to the scene.  Seeking any internal affairs investigation files on that first responding officer.  Seeking any reports issued to the pole owner (likely Verizon).  Seeking the rationale on why this was not treated as a DUI.  Seeking info on why the employee is now on a paid medical leave when he was injured due to his own fault.   SO THE COVERUPS EXTEND BEYOND THE MAYORS OFFICE HUH?!?!   The Framingham Police Department must redact your request under the Exemption F -the Investigative Exemption states "investigatory materials necessarily  compiled out of the public view by law enforcement or other investigatory officials the disclosure of which materials would probably so prejudice the possibility of effective law enforcement that such disclosure would not be in the public interest". 103 Globe Newspaper Company v. Boston Retirement Board, 388 Mass. 427, 438 (1983) (explanation of “identifying details” and “grave risk of indirect identification”). Exemption ( c ):  The material in question is a part of personnel and medical files or information; also any other materials or data relating to a specifically named individual, the disclosure of which may constitute an unwarranted invasion of personal privacy 71  and not subject to release at this time. 71 G.L. c. 4, § 7(26)(c). Exemption (o): the home address, personal email address and home telephone number of an employee of the judicial branch, an unelected employee of the general court, an agency, executive office, department, board, commission, bureau, division or authority of the commonwealth, or of a political subdivision thereof or of an authority established by the general court to serve a public purpose, in the custody of a government agency which maintains records identifying persons as falling within those categories; provided that the information may be disclosed to an employee organization under chapter 150E, a nonprofit organization for retired public employees under chapter 180, or a criminal justice agency as defined in section 167 of chapter 6.100 You have a right to appeal this decision, pursuant to 950 CMR 32.08(2), to: Supervisor of Public Records Office of the State Secretary, One Ashburton Place, Room 1719 Boston, Massachusetts 02108   Any appeal must be made in writing within 90 days of this denial, and shall include a copy of your written request and a copy of this letter. The Supervisor shall accept an appeal only from a person who had made his or her public record request in writing.
