Summary
Via an anonymous tip, we have been asked to investigate a long term embezzlement/theft from the city.  The estimated losses to the city have been estimated to be approximately $40,000 a year. Projects concerning the school department are supposed to be sending scrap metal to Framingham Salvage to be cashed in... The scrap is property of the town which has been described to us as "to be brought to Framingham Salvage to be cashed in, bring slip and money back to office".  This has been going on for years. However now, an city employee, likely listed as a utility worker, has purchased a truck and as trailer, is regularly loading up the trailer with scrap metal and taking it to the Worcester Transfer Station.  This is theft from the city.  Money expected to come in, that won't be coming in...  IN A PANDEMIC when MONEY IS EXTREMELY TIGHT.  To put salt on the wound, this employee has been doing this on the clock.  He has been literally being paid by taxpayers to steal from the city coffers. Two things we want to obtain from this FOIA request.  1) We want the receipts from Framingham Salvage, or whomever the city is using for scrap metal recovery from the projects concerning School Department Building & Grounds.  We want to see the weight of the materials disposed of, the breakdown of the metals, if available, and documentation of money paid.  Dates of receipts/documentation for this first request we want from 1/1/2019 through 3/18/2021. 2) We want evidence preserved.  We want the cameras video preserved from the entrances of any school or school building presently under construction.  We want any camera at an entrance to a portion of the old Fuller School to be preserved on 3/15/21, 3/16/21, and 3/17/21 between the hours of 7am and 6pm.  This is a request to preserve those dates.  You need not send these video files to us.  As a taxpayer our anonymous tipster wants the city to investigate its loses.  If other buildings are under construction and cameras are available we ask that the city preserve the video from the same dates and times.  If a crime has been committed, the taxpayers demand a investigation, and demand an attempt at restitution.   No further responsive documents
