- Under the Freedom of Information Act, SOURCE media is seeking a list of all accounts banned by the City of Framingham's official Facebook page at https://www.facebook.com/CityofFramingham as of the January 4. While the City may not compile an official list of banned accounts, Facebook does keep the list for the city and it is easily accessible and can be compiled in less than 2 hours. The City needs to visit its Facebook page, click page setting, and then click people & other pages, and then when a list of names appears, change the tab to banned people and pages. A screenshot or snapshot can then be taken of the accounts listed as banned. Taking a screenshot is not considered creating a new record, under federal law. As a general rule, data that is continuously changing should nonetheless be subject to the Freedom of Information Act. Special procedures might be required to accommodate FOIA applicability to such data on a "snapshot" basis, while at the same time not unduly impairing the operation of the electronic system involved. As a representative of the news media, SOURCE requests a waiver of all fees for this request. Disclosure of the requested information to the news outlet is in the public interest because it is likely to contribute significantly to public understanding of the operations or activities of the government during this pandemic. The Public Records Law requires you to provide me with a written response within 10 business days. If you cannot comply with my request, you are statutorily required to provide an explanation in writing. See attached.
