I am requesting any written ruling (email or otherwise) the
City Solicitor issued in 2019 in regard to Steiner's proposal below.
The City Solicitor said the request should come to the
City Council as the document would have been sent to perhaps City Council Chair
Dennis Giombetti, perhaps, who is no longer in office. Please call if you have
any issues
I do understand that the current chair George King has
requested a new ruling, but I am asking for any opinions on the Steiner
proposed bylaw change below by the city solicitor in 2019.

Proposed amendments to the Framingham General
Bylaw Article I Section 5 amended Section 5.3 and Section 5.5 Purpose.
The amendments to Section 5.3 and 5.5, which shall be
effective as of September 1, 2020, are intended to prevent individuals from
holding office simultaneously as both an elected official and an appointed
official in the City of Framingham. 5.3 Permanent officers, board members and
committee members of the City appointed for specific terms shall hold office
from the first day succeeding such appointment, or from the first date of
appointment and qualification when such an appointment is to a new position or
fills the unexpired term of a previous office holder and shall continue in
office for either the specified term or until a successor has been appointed
and has been qualified under Article IX, Section 12 of the Charter. However, in
the instance when an appointed office holder is elected to office in
Framingham, such appointed office holder will vacate the appointed office upon
being sworn into elective office. 5.5 Subject to the residence eligibility
requirements under the Charter for District Councilors and members of the
School Committee, [a]ny voter otherwise shall be eligible to hold any elective
City office, but no person holding any elective or appointed City office shall
simultaneously assume any other elective or appointed City office regardless of
the appointing Authority. The prohibition against holding two elective or
appointed City offices or an elected City office and an appointed City office,
or any combination thereof, shall apply to all Commissions, Committees, Boards
and Authorities. The prohibition against holding two elective City offices or a
City office and an appointed City office, or any other combination thereof,
shall not apply in reference to the Charter Commission, Disability Commission,
or any ad hoc committee or other temporary committee including School Building
Committees, School Councils, and parent advisory groups.
