Summary

June 20, 2020 Dear Public Records Officer, Under the Massachusetts Public Records Act § 66-10 et seq., I am requesting demographic data of police motor vehicle stops conducted by police from 1/1/2014 to 6/20/2020. This data should include: The date and time of the stop A narrative description of the stop The location of the stop The names of any and all officers involved The names of any and all witnesses/passengers The name of the driver who was pulled over The age of the driver The race and ethnicity of any and all officers involved The race and ethnicity of the driver The gender/sex of any and all officers involved The gender/sex of the driver The skin tone of the driver if available The hairstyle of the driver if available The make and model of vehicle stopped Clothing characteristics of the driver if available  Whether or not the driver or any passengers were frisked/searched Any fines, warnings, tickets, citations or arrests stemming from the stop I prefer this data be sent to me in a machine-readable format, such as Excel or Word, rather than PDF. If the department has not collected this data, or portions of this data, for all of the years requested, please note the date when the department started collecting. If the department currently doesn’t collect the data, or portions of the data, please note that, as well as any plans the department has to start collecting the data. If there are any fees for searching or copying these records, please inform me. However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest. This information is not being sought for commercial purposes and will be used in a piece I’m writing for Gannett newspapers in Massachusetts. The Massachusetts Public Records Act requires a response to this request within 10 days.  If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.
