However, if an email was sent to multiple people resulting in diverging email chains, please provide all associated chains even if it results in multiple copies of the same emails being provided.

There are five emails received by Framingham Fire Department personnel from the Massachusetts State Police that are redacted in their entirety from the City's response. Four emails are dated 8/2/2017 and titled "Request for Information: 2018 DHS Special Events Data Call - Non-Urgent"; and, one email dated 8/8/2016 and titled "2017 National Special Events Data Call - Non-Urgent". The emails are part of a nationwide initiative of the U.S. Department of Homeland Security. These emails are not considered "public records" per MGL Ch. 4 S. 7 "Public records" Exemption (b). The Fire Department must prepare for, respond to, and mitigate terrorist threats as part of a unified response in concert with law enforcement and other emergency management agencies. The information in these emails involves the procedures used by emergency management agencies during law enforcement efforts and relate to the internal workings of the unified preparation/response/mitigation for terrorist activities. Disclosure of this information could prove detrimental to the emergency management agencies' and law enforcement's efforts, as the public knowledge of security preparation/response/mitigation procedures could enable terrorist to circumvent the procedures. The Fire Department is responsible to jointly respond/mitigate any terrorist/law enforcement activity that involves fire, explosions, injuries/casualties (EMS), and/or hazardous material releases.
