Good Afternoon, My name is Fayzan and I am a Research Assistant with the Justice Tech Lab. We are collecting ShotSpotter and gunfire data from the City of Everett for research purposes. Kindly see our Public Records Request below. Dear Keeper of the Records: This is a request under the Massachusetts Public Records Law (M. G. L. Chapter 66, Section 10). I am requesting that I be provided a copy of the following records: Electronic records of all incidents of possible gunshots recorded by ShotSpotter Flex sensors used to generate summary reports for the city from the date the sensors were first installed to the date this request is processed, including: - Date and time of the incident (with detail to the minute if available -- for example, 1/1/13 4:32pm) - Location (latitude and longitude) - Address - Incident type (multiple gunshots, single gunshot, or possible gunshot(s)) - Beat (for example, “25X”) Please provide the data in a machine-readable format (for example, Excel [XLS, XLSX], comma- separated value [CSV], or ESRI ArcGIS files). In addition, I’d like copies of the most recent contract between the city and ShotSpotter. I would appreciate these records in electronic form transmitted via email, CD or otherwise, as opposed to paper copies of the records. If your agency does not maintain these public records, please let me know who does and include the proper custodian's name and address. If you determine that any of the information qualifies for an exemption from disclosure, I ask you to note whether the exemption is discretionary, and if so whether it is necessary in this case to exercise your discretion to withhold the information. If you determine that some but not all of the information is exempt from disclosure and that you intend to withhold it, I ask that you redact it for the time being and make the rest available as requested. In any event, please provide a signed notification citing the legal authorities on which you rely if you determine that any or all of the information is exempt and will not be disclosed. Kindly waive any applicable fees. This information is being sought on behalf of the Justice Tech Lab at Texas A&M University for academic research and dissemination to the general public. I, of course, reserve the right to appeal your decision to withhold any information or to deny a waiver of fees. As this information is of timely value, I would appreciate your communicating with me by telephone, rather than by mail, if you have questions regarding this request.
