G. L. Chapter 66, Section 10).   On February 16, 2023 Town of Chelmsford (Town) manager, Paul E. Cohen, informed Town Select Board that Police Department Chief James Spinney plans to retire at the end of May, see attached. It’s unclear if that retirement was to occur in 2023? Mr. Cohen wrote,   “Similar to what occurred at the time of the retirement of Chief Spinney’s predecessor Chief Murphy, I plan to utilize a public safety consulting firm to conduct an assessment center of the police chief candidates.   The applicant pool would be limited to qualified members of the Chelmsford Police Department.  I would then bring forward my appointment for confirmation by the Select Board.  This would occur at the beginning of May in order to allow for a successful transition between Chief Spinney and the new police chief.”   I’m requesting Town provide,   [1] Chief James Spinney retirement communications with Mr. Cohen that led to above announcement. [2] Name of the public safety consulting firm Town hired to assess police chief candidates and record of retainer/fees and any other pertinent records. [2] List of qualified applicants for the position of chief of  police.   Please let me know immediately if you require clarification to process this request within timeframe allowed by the Public Records Law.   Sincerely, Stanley Mazurczyk   The town is in possession of only one document responsive to your request.
