To my knowledge there has been no Rink Building Committee created by vote of Town Meeting. The Town’s Permanent Building Advisory Committee bylaw says “In the event that the Town Meeting does not authorize the appointment of a building or project committee with respect to a particular project, the [Permanent Building} Committee has the sole authority to procure engineering and architectural services, to award bids for construction and to administer contracts for construction services in accordance with applicable laws.”The Selectmen have created a new committee called the Preliminary Rink Design Committee on 12/6/21. Documents requested:1. If there has been a Town Meeting vote to create the rink building committee, please provide the date and the vote since 2015.2. Please produce any and all documents, emails and legal opinions that authorize this newly created Preliminary Rink Design Committee to procure design services for a rink when the bylaw says they don’t have the authority. 3. Any and all documents, votes, emails and legal opinions that definitively determined that the land on which the rink currently sits, the existing skating rink facility and the land called “west of Harris Field” is in the control of the Belmont School Committee.I prefer to remain anonymous – please put the documents on this system so anyone can read them.Thanks.A Concerned Belmont Resident
